Rock Creek Regional Park – Maintenance Facility Renovation

Project Description

Rock Creek Regional Park consists of 1,810 acres in Montgomery County, developed in the 1960s for lake-oriented recreation and flood control. Lake Needwood is a 75-acre man-made impoundment lake located along Needwood Drive near Rockville, and according to M-NCPPC, “is one of the crown jewels of Rock Creek Regional Park.” In addition to the picturesque lake on which visitors can boat and fish, the park features a golf course, hiking trails, playgrounds, picnic areas, an archery range, a visitors center, and snack bar.

The staff at the Lake Needwood maintenance yard are credited for the pristine appearance of the Rock Creek Regional Park and 20 other Department of Parks properties located in the Northern Region. The Maintenance Facility at Lake Needwood, originally constructed during the 1960’s and 70’s, is scheduled to be renovated. The site is located at Beech Drive near the entrance to the park at Needwood Road. This project is in planning phase with detailed design and construction to be determined later in the Capital Improvements Program.


The existing maintenance yard site is approximately five acres.  It consists of two parts. One is a fenced compound which is located at a higher elevation and surrounded by woods.  The other is at lower elevation and includes open storage bins.  The lower area is built on a landfill approximately 20- 30 feet deep.

The compound consists of a 2,800 S.F. open metal shed building for small landscape maintenance equipment, a one story 2,275 S.F. butler style building for vehicle maintenance, a 1-1/2 story 3,075 S.F. butler style building as workshop, a parking area for vehicle equipment, a staff parking area, a vehicle fueling station and a 250 S.F. office trailer.  The existing buildings were built during the 1960’s and 1970’s when the park was first constructed.  This facility was originally built to service one park.  Currently, 20 parks are maintained out of this facility.

In October 2000, the Planning Board approved a master plan for Rock Creek Regional Park.  The master plan recommended funding for expansion of the maintenance yard.  A concept plan was developed to add additional buildings to the site.

Project Scope

The facility plan was approved by the Planning Board on July 9, 2009. The facility planning includes 30% completed construction documents, cost estimate, reports, approved storm water management concept plan and preliminary forest conservation plans.

The detailed design work began in March 2012. The construction documents are expected to complete in April 2013. The proposed facility includes a two-story Administration Building, a Shop, Vehicle Maintenance, and an Equipment Storage Buildings. Except for the administration building which will be stick-built, the other structures will be of pre-engineered metal buildings which would provide a more cost-effective construction.

All building designs and the materials selected meet the LEED (Leadership in Energy and Environmental Design) criteria for silver certification. Our goal however is to aim for gold certification.
