Hillandale Local Park – Facility Plan

Project Description

The goal of this project is to develop the Facility Plan for the renovation of Hillandale Local Park based on a thorough analysis of the site’s attributes, constraints, character, the recreational needs of the service area, desires of the Community, and maintenance objectives.


Hillandale Local Park is an existing 24.5 acre park located at 10615 New Hampshire Avenue, in Hillandale, Maryland, just outside and north of the I-495 Capital Beltway. The land was acquired by the Commission in 1943. The current park includes a small recreation building that was built in 1944 as a prototype for future park recreation buildings. The building is not connected to the public sewer system. In 2008, the Montgomery County Department of Health, Well and Septic Division, placed limits on the use of the recreation building to no more than 3 times a week with a 50 person maximum group capacity. The permit is valid until 2013, following which the M-NCPPC plans to demolish the building. In addition a two- story, circa 1975 brick office building exists in the northwest corner of the park, adjacent to the fire station. The building was acquired by the Commission in 2007 and is approximately 5,500 square feet in size.

The park was developed with active recreational facilities and a small parking lot in the early 1950’s. These facilities which remain largely intact today include two Softball fields (with a soccer field overlay), two lighted Tennis Courts, two lighted Basketball Courts, and a playground.

Vehicular access to the park is provided via two separate entrances from New Hampshire Avenue. The southern entrance provides access to a small parking lot consisting of approximately 28 spaces. Sight distance is poor at this point. The second access point provides access to the Hillandale staff office building parking lot, tennis courts, and playground.

Pedestrian access to the park is provided via existing public sidewalks along New Hampshire Avenue. There is currently no access to the park, through the stream valley, from the residential neighborhoods east of the park.

The park contains 13.2 acres of environmentally sensitive land, including a stream buffer, located along the eastern side of the park. Approximately 1.4 acres of this land is currently improved with park facilities. The remainder is predominantly forested and constrained by the stream valley, steep slopes, floodplains, or erodible soils. A perennial tributary to the Paint Branch lies directly downhill from the forested area, mostly within an undeveloped road right-of-way.

Status/Project Update

Two community meetings were held while developing the Hillandale Facility Plan. The first on July 24, 2013 and the second meeting was held on March 19, 2014. Public feedback from these public meetings was incorporated into the development of the current Facility Plan. Staff will present the Facility Plan to the Montgomery County Planning Board on Thursday, July 9, 2014.
