Energized Public Spaces Functional Master Plan (EPS FMP)

An Innovative and creative countywide park plan for stronger, healthier and happier communities

The Energized Public Spaces Functional Master Plan (EPS FMP) for Parks in Mixed Use and Higher Density Residential Areas will allow park planners to quickly adapt to changing park needs in the most populated areas of the county.

What’s Next?

Parks’ Staff will present the Planning Board Draft of the plan to the County Council PHED Committee and the County Executive the first week of October for review. The presentation date will be posted here once it has been scheduled on the County Council Calendar.

Project Background

The Goal

To create outdoor spaces in the highest populated areas of the County where people of all ages and incomes can meet, play, relax, exercise, enjoy nature and more in a range of parks and open spaces. The plan will:

  • Identify where parks are needed most
  • Propose funding sources to purchase new parkland
  • Prioritize funding

The Plan will offer a comprehensive approach to how and where we create parks and public spaces throughout the county. This will help Montgomery Parks better identify needs, anticipate trends, and promote important goals such as health and social equity.

Park design, maintenance and safety will all be taken into consideration as part of the new plan. To support the plan, Montgomery Parks will recommend two new funding projects within our Capital Improvements Program (CIP): Parks Land Acquisition and Parks Facility Planning.

Parks help provide solutions to a myriad of national and community issues: providing healthy places to exercise, managing stormwater runoff and helping clean the air, catalyzing economic and community development, and providing safe, close to home recreation options.” – the National Recreation and Park Association (NRPA)

Public Outreach

Public outreach for this project includes this project web page, public meetings, focus group meetings, media releases and email campaigns to individuals and registered Homeowner and Civic Associations.

Notices and updates will be sent out through the Commission E-newsletter, our social media channels on Facebook and Twitter using the hashtag #FutureParks and via the Parks Department Media Center.

Public Input

The public record for this plan is closed. Online comments submitted by the public are available for review through our Town Hall public comment survey and interactive map.
