Rockwood Manor Special Park – Feasibility Study

Project Description

This project evaluates existing facilities at Rockwood Manor Special Park in order to identify issues and opportunities to plan for future improvements to the property.  The park occupies approximately 30 acres of hilly, forested parkland adjacent to the Chesapeake & Ohio Canal National Historical Park in Potomac, Maryland.  Nestled within this idyllic property is the Rockwood Manor House, managed as an event center by the M-NCPPC Montgomery Parks Enterprise Division.  Several smaller structures near the manor house provide overnight accommodations for event guests.

Background

Park staff began a project to study and address the width of the entrance driveway, which does not allow two-way traffic and has been problematic for the facility for many years.  Instead of taking a piecemeal approach to solve one issue in isolation, park staff decided to take a holistic look at the needs for the entire property.

Park staff brought together a wide range of in-house and consulting expertise to identify as many opportunities and issues facing Rockwood Manor Park as possible.  A list of programmatic and site opportunities and constraints was developed, as well as some preliminary ideas for improvement.  The range of ideas included safety issues, environmental concerns, circulation, site utilization efficiency, and accessibility improvements. Preliminary findings were presented to the public in 2014, and residents had the opportunity to identify additional concerns, challenges and opportunities for the site.

Park staff and consultants completed the feasibility study to identify the many, interrelated challenges facing the future of the park and prepared a menu of suggestions for improvement, while preserving the site’s rustic character.  Staff presented the findings and proposed recommendations to the community and to the Planning Board in 2015.  Operations and Enterprise staff continued working with residents to address programmatic and operational concerns expressed by park neighbors.

The Montgomery County Planning Board deferred a decision on the driveway improvement recommendations from the feasibility study.  They requested that staff study additional alternatives for the driveway, including alternatives to provide two-way traffic, and bring them back to the Planning Board for review.

Status/Project Update

The feasibility study was approved by the Planning Board on June 23, 2016 and the first phase of work is currently in the construction documentation phase.  This initial project will convert the existing driveway into a one-way only drive and construct a new exit drive onto Belfast Road.  Enhancements to the accessible parking spaces and improvements to the site’s stormwater management are included in this project.
