The Pinecrest Local Park is located in the Woodmoor section of Silver Spring, 301 St. Lawrence Drive, Silver Spring, MD 20901.  Existing park amenities include a soccer/softball field, tennis courts, playground, park activity building, and parking lot.

The goal of this project is to provide necessary site improvements and modifications for drainage and erosion control; stormwater management; accessibility compliance; connectivity to the surrounding neighborhood and school; and a safe, functional, barrier-free, and the experientially pleasant circulation path/trail around the field area.  The circulation path/trail will be accessible and will meet the spirit and intent of the Americans with Disabilities Act (ADA) and the Architectural Barriers Act Accessibility Guidelines for Outdoor Developed Areas (ABA Outdoor Guidelines) as established by the US Access Board.  The design process will focus on incorporating principles of sustainable site design and low impact development.

A Concept Plan prepared by staff was used to develop the necessary elements for the Program of Requirements, including a concept Site Plan; Stormwater Management Concept plan; preliminary cost estimate; and determination of regulatory feasibility, which will be presented to the public to provide input on planned renovations.

  • Reconfiguring/re-grading of the soccer/softball field and surrounding area to better utilize the available space and improve field drainage conditions;
  • Correcting existing erosion problems;
  • Providing stormwater management retrofits as practical for existing facilities (there is currently no stormwater management onsite);
  • Providing stormwater management as required for new facilities;
  • Creating an asphalt path for circulation around the field that connects to existing pavement stubs at Branch Drive, Cherry Tree Lane, the parking lot, and a sidewalk from Pine Crest Elementary School; and
  • Retrofitting access to existing facilities to comply with the ADA.


This 5.6-acre tract of land with mature trees and open space is adjacent to Pinecrest Elementary school and was acquired by the Maryland-National Capital Park and Planning Commission (M-NCPPC) in 1944.  It was developed into a park in the 1950s and is home to the Pinecrest Recreation Building.

Items that were identified in prior public forums along with concerns of Parks staff, were the basis of the 15% design concept modificationsthree sheets which includes a concept Site Plan; Stormwater Management Concept plan; preliminary budgetary cost estimate; and determination of regulatory feasibility.

Status/Project Update

  • Project advertised for bid to contractors listed on Parks’ Job Order Contract list October 2, 2017
  • Two (2) Bids received on November 2, 2017
  • Bids evaluated and no apparent low bidder selected due to all bids received exceeded the construction budget
  • Project postponed and cancellation of project letter sent out to all bidders on November 28, 2017
  • Re-bid project to the general public
  • Issuance of Notice To Proceed and new construction start date anticipated for Fall 2018
  • Park closed from Fall 2018 through Summer 2020.  (Note: Based on the status of construction, portions of the park may re-open at separate times prior to Spring 2020)
