The Pinecrest Local Park is located in the Woodmoor section of Silver Spring, 301 St. Lawrence Drive, Silver Spring, MD 20901. Existing park amenities include a soccer/softball field, tennis courts, playground, park activity building, and parking lot.
The goal of this project is to provide necessary site improvements and modifications for drainage and erosion control; stormwater management; accessibility compliance; connectivity to the surrounding neighborhood and school; and a safe, functional, barrier-free, and the experientially pleasant circulation path/trail around the field area. The circulation path/trail will be accessible and will meet the spirit and intent of the Americans with Disabilities Act (ADA) and the Architectural Barriers Act Accessibility Guidelines for Outdoor Developed Areas (ABA Outdoor Guidelines) as established by the US Access Board. The design process will focus on incorporating principles of sustainable site design and low impact development.
A Concept Plan prepared by staff was used to develop the necessary elements for the Program of Requirements, including a concept Site Plan; Stormwater Management Concept plan; preliminary cost estimate; and determination of regulatory feasibility, which will be presented to the public to provide input on planned renovations.
This 5.6-acre tract of land with mature trees and open space is adjacent to Pinecrest Elementary school and was acquired by the Maryland-National Capital Park and Planning Commission (M-NCPPC) in 1944. It was developed into a park in the 1950s and is home to the Pinecrest Recreation Building.
Items that were identified in prior public forums along with concerns of Parks staff, were the basis of the 15% design concept modifications, three sheets which includes a concept Site Plan; Stormwater Management Concept plan; preliminary budgetary cost estimate; and determination of regulatory feasibility.
