Background

In January 2010, the M-NCPPC Department of Parks proposed closing eleven (11) under utilized Park Activity Buildings (PABs) as one possible savings measure to meet Fiscal Year 2010 and Fiscal Year 2011 Budget constraints. 

The Montgomery County Council and the Montgomery County Planning Board suggested Montgomery Parks find alternative ways to raise revenues from closed buildings that were still usable, and approved the leasing of these buildings through a competitive bidding process to do so.

Per this suggestion, Montgomery Parks has issued an RFP for suitable reuse of the Colesville Park Activity Building, the Ken-Gar Palisades Park Activity Building, the Maplewood Alta Vista Park Activity Building, the Nolte Park Activity Building, the North Chevy Chase Park Activity Building, the Owens Park Activity Building, and the Stoneybrook Local Park Activity Building.

These buildings will be offered on a proposal basis with the rent based on market rate rent to private entities or individuals in an effort to cover maintenance costs and generate revenues. The Commission is prepared to offer a five (5)-year license for each PAB with extensions to be subject to negotiations based on acceptable performance, rental rates, continued availability, and other terms as negotiated between the parties.

A Request for Proposals (RFP) has been issued for the following Park Activity Buildings:

  • Colesville Park Activity Building
    Location: Colesville Local Park, 610 Hobbs Drive, Silver Spring, MD
    Capacity:
    120 individuals.
    Features Include:
    1,799 square feet. Main recreational room, kitchen with warming oven refrigerator, sink and cabinets, two restrooms, one furnace room, and one closet. 26 parking spaces (1 handicapped accessible).
    Nearby Park Amenities: Two playgrounds, one softball field, two lighted tennis courts.
  • Ken-Gar Palisades Park Activity Building
    Location: Ken-Gar Palisades Local Park, 4140 Wexford Drive, Kensington, MD
    Capacity: 46 at tables/chairs; 99 seated or standing.
    Features Include: 1,484 square feet. Main recreational room, kitchen with warming oven, refrigerator, sink and cabinets, two restrooms, one utility room, one furnace room, and two closets. 33 parking spaces (2 handicapped accessible).
    Nearby Park Amenities: Two playgrounds, one softball field, two tennis courts, two unlighted multipurpose courts, one soccer field.
  • Maplewood Alta Vista Park Activity Building
    Location: Maplewood Alta Vista Local Park, 5209 Alta Vista Road, Bethesda, MD
    Capacity: 72 at tables/chairs; 156 seated or standing.
    Features Include: 1,810 square feet. Main recreational room, kitchen with warming oven, refrigerator, sink and cabinets, two restrooms, one furnace room and one closet. 22 parking spaces (2 handicapped accessible).
    Nearby Park Amenities: One playground, one softball field, two lighted tennis courts, two lighted multipurpose courts.
  • Nolte Park Activity Building
    Location: Nolte Local Park, 200 Denver Road, Silver Spring, MD
    Capacity: 50 people.
    Features Include: 1,951 square feet. Main recreational room, kitchen with warming oven, refrigerator, sink and cabinets, two restrooms, one furnace room and one closet. 35 parking spaces (2 handicapped accessible).
    Nearby Park Amenities: One playground, two softball fields, one multipurpose court.
  • North Chevy Chase Park Activity Building
    Location: North Chevy Chase Local Park, 4105 Jones Bridge Road, Chevy Chase, MD
    Capacity: 50 people.
    Features Include: 1,843 square feet. Main recreational room, kitchen with warming oven and refrigerator, two restrooms, one furnace room and two closets.
    Nearby Park Amenities: One playground, two softballl fields, two unlighted tennis courts, one unlighted multipurpose court.
  • Owens Park Activity Building
    Location: Owens Local Park, 19900 Bealsville Road, Bealsville, MD
    Capacity: 120 people.
    Features Include: 2,176 square feet. Main recreational room, kitcehn with stove, oven and refrigerator, two restrooms accessible from interior, two restrooms accessible from exterior, one utility room, one furnace room, one closet. 39 parking spaces (1 handicapped accessible).
    Nearby Park Amenities: One playground, one softball field, three lighted tennis courts, two lighted multipurpose courts.
  • Stoneybrook Park Activity Building
    Location: Stoneybrook Local Park, 4105 Harvard Street, Wheaton, MD
    Capacity: 60 at tables/chairs; 120 seated or standing.
    Features Include: 1,818 square feet. Main recreational room with warming oven, refrigerator, sink and cabinet, two restrooms, one furnace room, and two closets. 16 parking spaces (1 handicapped accessible).
    Nearby Park Amenities: One playground, two softball fields, two lighted tennis courts, two lighted multipurpose courts.

M-NCPPC Montgomery Parks is seeking proposals for a suitable use of these buildings. Proposals will be evaluated on the benefits provided to the public, compatibility with park uses and operations, the qualifications, expertise and financial capacity of the applicant, feasibility, and the proposed business plan.

Please note that these buildings are located in residential zones; retail activities are precluded. Each successful Offeror shall maintain a use for each property that is compatible with the park and with the surrounding community.

Once a winning bidder is selected, a public meeting will be scheduled to discuss and obtain community feedback on the winning bidder’s proposed reuse. In the case that a viable proposal is not received and/or a lease agreement not be reached, M-NCPPC Montgomery Parks will notify nearby community and homeowner associations and residents to discuss and obtain input on any reuse or demolition plans.

Comments

Community members are encouraged to provide comments regarding the proposed use of the above Park Activity Buildings. Montgomery Parks and the proposed business will host community meetings to present the proposed use, answer community questions, and gather comments for consideration in negotiations.
