Update: The negotiation of the license agreement with the proposed licensee, Chabad of Silver Spring, who intends to operate a preschool and nursery at the North Four Corner Park activity building, which is currently closed, has been completed and the licensee has provided a description of its operations to The Commission. The Commission is in the process of preparing a license agreement and hope to allow occupancy to the licensee by late spring.
In January 2010, the M-NCPPC Department of Parks proposed closing eleven (11) under utilized Park Activity Buildings (PABs) as one possible savings measure to meet Fiscal Year 2010 and Fiscal Year 2011 Budget constraints.
The Montgomery County Council and the Montgomery County Planning Board suggested Montgomery Parks find alternative ways to raise revenues from closed buildings that were still usable, and approved the leasing of these buildings through a competitive bidding process to do so. Per this suggestion, Montgomery Parks has issued an RFP for suitable reuse of the North Four Corners Park Activity Building. Requests for proposals for the Colesville, North Chevy Chase, Owen and Stoneybrook Park Activity Buildings will be issued in subsequent weeks.
These buildings will be offered on a proposal basis with the rent based on market rate rent to private entities or individuals in an effort to cover maintenance costs and generate revenues.
The Commission is prepared to offer a five (5)-year license for each PAB with extensions to be subject to negotiations based on acceptable performance, rental rates, continued availability, and other terms as negotiated between the parties.

- Residents are encouraged to attend a public meeting to learn about a proposed reuse of this building. Montgomery Parks has accepted a proposal from the Chabad of Silver Spring to operate a nursery and kindergarten serving children between the ages of 2½ and 6. Before entering into negotiations on the license agreement that will govern the use of the building, Montgomery Parks is seeking public comment. A meeting will be held at the North Four Corners Park Activity Building, 211 Southwood Avenue, Silver Spring, MD on January 16, 2013 at 7:00 pm to introduce the user to the community and to solicit the community’s input. Montgomery Parks will also accept written comments received by January 30, 2013. All comments will be given consideration by M-NCPPC Montgomery Parks during the negotiation of the license agreement with the proposed licensee. Montgomery Parks and the proposed business will host community meetings to present the proposed use, answer community questions, and gather comments for consideration in negotiations.
