Project Description
This new recreational park is located on Norbeck Road, between Layhill and Norwood roads. The park will be constructed in two phases. Phase 1 is currently in final design by the Maryland State Highway Administration, who must construct 5 fields and parking as replacement for athletic fields removed for MD 200 Inter County Connector related construction. The park is anticipated to open in 2012. Phase 2 elements will be designed and constructed by M-NCPPC at a later date and include ballfield lighting, artificial turf field surfacing, trails, playground, additional parking, and picnic shelter/restroom buildings.
Background
SHA and M-NCPPC have developed a concept plan for Phases I and II. Following the community meeting, some minor elements were added to Phase I, including a pedestrian connection from the Layhill and Norbeck Road intersection into the park and widening of the park access road to accommodate two exit lanes. After receiving approval from the Planning Board on January 21, 2010 Phase I is currently under design by SHA and is scheduled to be completed by November 2012. Phase II will be designed and constructed by M-NCPPC in the future and no funding for design or construction of Phase II has been established at this time.
