September 29, 2009 —The Montgomery County Council voted 7-2 to approve a $150,000 appropriation to keep Sligo Creek Golf Course in Silver Spring, MD in operation until June 30, 2010 — the end of the County’s Fiscal Year 2010. Without the special appropriation, the course was scheduled to close on Oct. 1.

What's Next?

The County Council passed a resolution to establish a Sligo Creek Golf Course Task Force. The purpose of this group will be to implement a plan that will lead to the self-sustainability of Sligo Creek Golf Course. More information is available on the Council's press release review and website. The Sligo Creek Task Force must provide its initial report to the County Council on or before Jan. 19, 2010.

The Park Today

The Park, which is located just south of the Beltway off Sligo Creek Parkway, currently includes 65 beautifully landscaped rolling acres with 9 golf holes, cart paths and a pond.

Purpose of the Plan

On October 1, 2009 the Revenue Authority will return operational control and maintenance responsibility of the Sligo Creek Golf Course to the Department of Parks. Under the current Lease Agreement (pdf, 6.MB), the Department of Parks can no longer operate the property as a golf course. The purpose of the Sligo Creek Golf Reuse Plan is to determine what activities should be included at the Sligo Creek Golf Course site after October 1, 2009.

The Commission entered into a Lease Agreement with the Montgomery County Revenue Authority on October 26, 2006, to operate the Commission’s four golf courses – Sligo, Needwood, Northwest, and Little Bennett (collectively referred to as the Park Golf Courses), unifying them with the Revenue Authority’s five other courses into one system known as the Public Golf System. A clause in the lease provides that “Upon determination by the Tenant (Revenue Authority), based upon an independent financial analysis of the entire Golf System that indicates that any of the Park Golf Courses is adverse to the entire Golf System, Tenant shall have the right to extract any of the Park Golf Courses from the Lease and return it to the Landlord (Commission); provided however, Tenant shall first present such findings to the Planning Board and the County Council to consider alternatives to closing the Park Golf Course. Upon the return of a Park Golf Course to the Landlord, the Landlord cannot operate the Park Golf Course in competition with the Tenant.

The National Golf Foundation (NGF) performed an independent financial analysis on behalf of the Revenue Authority to determine whether any of the Park Golf Courses could be clearly identified as being adverse to the entire Golf System. NGF submitted its findings to the Revenue Authority in a report dated January 5, 2009. Pursuant to this report, NGF determined that Sligo Golf Course (Sligo) was identified as being adverse to the entire Golf System. Subsequent to the NGF report, the Revenue Authority Board of Directors passed a resolution dated January 27, 2009, directing that Sligo be extracted from the Lease. The Revenue Authority exercised its option under the Lease and extracted Sligo from the entire Golf System, but agreed to continue operating the course until October 1, 2009. Both the Commission’s Planning Board and Council concurred in this action.

The Montgomery County Revenue Authority has not indicated an interest in renegotiating the contract to allow MNCPPC, Department of Parks to operate a golf course at Sligo. Therefore, the Commission has directed staff to consider other uses of the park property.

The Reuse Plan for the Sligo Creek Golf Course will include a recommendation for short term (or interim) use as well as a Plan for long term use, which may involve include future Capital Improvements Program facilities.

Planning Process & Proposals for the Future

The Reuse Plan will begin with a determination of draft objectives for the Plan, analysis of environmental buffers and natural features on the site, and a review of recreation needs as stated in the 2005 Park, Recreation and Open Space (PROS) Plan (pdf, 6.7MB), also known as the 2005 Land Preservation, Parks and Recreation Plan (LPPRP). The Plan will define a primary service area for the park, potential recreation activities, and transportation issues.

Public Input Needed

Ideas from the Public will be welcome throughout the process and there are a number of opportunities for early input. Have your voice heard! Send the project coordinator your ideas and feedback as the Plan progresses. The community has discussed creating its own Friends of Sligo Creek Golf Course. More information will be provided as it becomes available.

This site will provide information on the project schedule, upcoming meetings, planning process updates and plan documents. Staff will rely on the web site to keep citizens updated on the Plan. Interested citizens and civic groups are encouraged to become part of our e-mail lists. For those interested in the plan who do not have e-mail, information will be mailed and press releases will be used to publicized plan meetings.

The calendar will be updated as more community meetings and events are planned for this project. Digital copies of the Meeting Notes and Planning Board Memos will be attached to each calendar event as it is completed.
